PHLpreK is one of the signature initiatives of Mayor Jim Kenney. UAC is proud to partner with the Mayor’s Office of Education and PHMC on this landmark effort. We are excited to introduce Luanda Morris, UAC's new PHLpreK Manager. A respected leader and collaborator, Luanda brings over 10 years of early childhood experience and leadership to the program. She is a former Early Childhood Program Director who sought to specialize in quality improvement. This led her to join PHMC, taking a position as a Keystone STARS Specialist at the Southeast Regional Key (SERK). Next, she worked at Booz Allen Hamilton as a Contract Program Specialist for the Region III Office of Head Start. Most recently, Luanda consulted for the OCDEL Early Head Start Child Care Partnership programs. Working with our city's diverse cultures and communities is a passion for Luanda. She has designed, developed and overseen a range of early childhood programs. Luanda possesses a deep expertise in back office services for early childhood programs. Her view is that strong infrastructure builds the basis for a strong program. She drives dialogue about race and culture in early childhood settings. She applies culturally appropriate approaches that build sustainability, equity, diversity and inclusion for families and providers. Luanda has a Master’s of Education with an emphasis in early childhood education. She is also a certified PQAS Instructor and Technical Assistance Consultant.
