Position Summary: 
This position is part of a seasonal team responsible for the Urban Affairs Coalition’s Summer Youth Employment program, which provides paid summer job opportunities and support to youth ages 14-18 through WorkReady Philadelphia. The six week program runs from July through mid-August and includes career exposure, on-the-job mentoring and professional development. In 2019, UAC anticipates serving 1,500 youth. The WorkReady Enrollment/Payroll Manager is responsible for youth recruitment/enrollment and youth participant payroll. The Enrollment/Payroll Manager is responsible for ensuring UAC’s WorkReady program meets all enrollment goals and deadlines during program preparation and that youth program participants are paid accurately and on time during program implementation. This position will directly supervise 5 staff members and will require extensive coordination with the Project Director, Worksite Manager, Program Managers, and other key staff. This is a seasonal position beginning in February and ending in August/September.
Key Duties & Responsibilities: 
February - June
  • Oversee the recruitment and enrollment of youth participants, which includes conducting outreach, completing an extensive enrollment process including applicable paperwork and youth background check clearances, and conducting orientation sessions;
  • Oversee program data entry and file maintenance, ensuring accurate data collection and consistent, transparent, quality communication flow both internally and externally;
  • Coordinate with Project Director, Program Managers, and Worksite Manager to ensure accurate and timely responses to inquiries from youth applicants and their families regarding program details and requirements
  • Coordinate with Worksite Manager to ensure youth program participants are placed at worksites appropriately.
  • Perform other related duties as required to ensure program quality and funder compliance.
July - August
  • Oversee the collection and entry of youth timesheets to ensure accurate and timely youth wage payments;
  • Coordinate with Project Director, Program Managers, and Worksite Manager to troubleshoot payroll issues with worksites and youth participants;
  • Continue to troubleshoot any remaining issues with youth enrollment, clearances, and placement.
  • Support program close-out, including reviewing staff reports and ensuring files are complete and stored neatly;
  • Perform other related duties as required to ensure program quality and funder compliance.
Education, Knowledge, Skills & Abilities: 
  • Strong project management skills with the ability to manage a diverse staff, a large volume of data, and troubleshoot a large volume of inquiries
  • Must be a flexible, communicative, and agile team player, able to coordinate and share resources and data;
  • Strong leadership skills - must be comfortable delegating tasks and managing a team;
  • Ability to motivate and support staff, including individual staff  development and forming a cohesive team
  • Must be able to multi-task while meeting programmatic benchmarks and deadlines;
  • Ability to communicate program deadlines, deescalate conflicts, and stay cool under pressure
  • Strong inquiry and conflict resolution skills;
  • Good organization skills and detailed-oriented;
  • Must be comfortable working with youth and young adults ages 14-18;
  • Must be willing to work some non-traditional hours, as needed;
  • Excellent verbal and written communication skills; customer-service oriented;
  • Must be a self-starter with good time management skills;
  • Must be able to work independently and in a team environment.
  • Bachelor’s degree in a related field;
  • A minimum of 2-5 years’ experience in program management, preferably with experience in large-scale program management
  • Experience with data collection and processes
  • Experience working with youth and young adults ages 14-18;
  • Experience working in the nonprofit sector preferred;
  • Experience leading and managing a diverse team required;
  • Proficient in Microsoft Office software, including Word, PowerPoint, and Excel.
