Program Summary: 

The Achieving Reunification Center (ARC), a non-profit entity, has served parent/caregivers with children placed in an out of home placement through Department of Human Services since 2005.  The vision of the Achieving Reunification Center (ARC) is that all families with children in out-of-home placement have access to case management services, resources and supports to achieve timely family reunification.

Position Summary: 

The Program and Operations Service Manager will serve as a key member of the ARC Management Team, providing strategic direction and capacity to help advance ARC organizational mission, goals and priorities.  The Operations Manager will provide support in ensuring effective operations of individual Unit operations and will have direct supervision responsibilities for Unit Supervisors.   The Operations Manager will also provide leadership in cultivating an organizational culture of coaching and goal setting to promote economic mobility through Mobility Mentoring informed organizational practices.

Key Duties & Responsibilities: 

Key Functions

  • Responsible for managing Supervisors for individual ARC Units;
  • Ensures the operational systems, processes and policies support the ARC mission and organizational values;
  • Update existing Unit operating procedures and create new procedures in collaboration with Unit Supervisors.
  • Work in conjunction with ARC Program Director to support efficient data reporting, information flow and management, and organizational planning;
  • Oversee internal ARC IT, HR and Finance functions and ensure effective communication with fiduciary agency;
  • Ensure appropriate response to facility related issues as needed;
  • Provide support to ARC Program Director in management of agency budget;
  • Plan and lead development of staff initiatives to help build organizational and leadership capacity;
  • Plan and lead development of communications plan to increase awareness of ARC services, explore new communications tools through the expanded use of technology and social media.

  • Ability to establish and maintain effective working relationships with multiple stakeholders, partner organizations, consultants and vendors;
  • Willingness to address challenges and drive innovation;
  • Experience in contract and budget management;
  • Experience in program planning, development and overall organizational design;
  • Possess an understanding of and demonstrated ability to implement various performance improvement methodologies and continuous quality improvement systems;
  • Evaluative and innovative thinking skills to coordinate agency wide strategy, vision and direction;
  • Strong strategic thinking, judgement, presentation and written communication skills;
  • Highly organized with ability to effectively manage time and respond to deadlines;
  • Ability to adapt to changing priorities and exhibit flexibility;
  • Knowledge of Philadelphia Department of Human Services and Community Umbrella agencies and/or experience with child welfare agencies preferred; and
  • Proficiency in Microsoft Office Suite
Education, Knowledge, Skills & Abilities: 
  • Masters Degree in Social Work, Human Services, Organizational Development or a closely related field required.  A combination of a Bachelor’s Degree with a concentration in Social Work, Human Services, Business Management, Organizational Development or related field and substantial supervisory and program management experience will be considered;
  • 7-10 years of nonprofit experience, with a minimum of 2-3 years management or nonprofit administration experience; and
  • 3-5 years supervisory experience of program operations with multi-level staff
